We’ve  compiled a list of the best lenders in Pennsylvania for construction loans (also known as temporary to permanent loans or temp-to-perm loans) and lot loans. Our list covers banks and lenders in all parts of the state including major cities like Philadelphia, Pittsburgh, and Allentown, in addition to smaller areas throughout the rest of Pennsylvania. The terms listed in the table below are accurate as of February, 2019.


Our table illustrates key criteria necessary for picking the best construction lender for your prefab dream home. The elements we've listed include:

  • Product offerings - construction loan/temporary to permanent loan, lot loan/land loan, 2-in-1 loan (most institutions still call this a construction loan even though it includes the lot purchase).

  • Loan to value (LTV) % / loan to cost (LTC) % - at its core, this is used to determine how much of your project must be paid in cash versus covered by a loan. For example, a loan to value of 80% would require a buyer to put at least 20% cash down. The difference between LTV and LTC (listed in the table for each lender) is: loan to value determines how much cash a borrower must put forth for the project in relation to the appraised, post-construction value of the project. Whereas, loan to cost is based off the contractor/builder quoted cost of the project. For example, a project may only cost $500,000 but its post construction appraisal may be more valuable at $600,000.

  • Requirements surrounding minimum credit scores - while most banks list minimum credit scores for certain products they note that they consider the entire lending profile. Therefore, some exceptions to this guideline may exist.

  • Debt to income ratio (DTI Ratio) - the percentage of an individual's gross income that goes towards paying debts

  • Maximum lending amounts - most banks set standard lending limits of $484,351 for their traditional loans, above this amount Jumbo lending rates may apply (if this product is available)

  • Approval times - this is often buyer dependent due to the multiple elements necessary to approve a given loan. The time periods listed are estimates based on the submission of a complete application

  • Other distinguishing features - for example, some banks offer rate reductions for regular banking customers. Also, some banks may only lend in their banking footprint - in this case specific counties are listed.
